Michelle Lowery-Rowan

Michelle Lowery-Rowan is an accomplished project accountant, administrative professional, and cybersecurity specialist with over two decades of experience in project management, financial operations, and business administration. Based in Dover, Pennsylvania, Rowan is known for her adaptability, precision in financial reporting, and leadership in both private and public sector projects.

She began her career in logistics and finance with the United States Navy, serving as a Disbursing Clerk during the Gulf War. Over the years, Rowan held key roles including Inventory Manager at Bell Equipment, Controller at CBTS, and Grant Accountant and Director of Logistics at Ohio University, where she worked for 16 years. Her responsibilities spanned budgeting, grant compliance, procurement, and human resources.

Rowan has held leadership roles at multiple organizations, including BLM Construction & Remodeling, the University of North Carolina at Chapel Hill, and Shiloh Paving & Excavating, where she supported large-scale construction projects and government contracts through robust financial oversight and project coordination.
